The Driver License Compact: An Overview

The Driver License Compact (DLC) is an agreement between 45 states that maximizes the efforts of law enforcement by allowing an exchange of information regarding license suspensions and traffic violations. If a driver commits a traffic infraction while driving in a state outside of where their license was issued, the home state laws would apply in their case. Non-moving violations are not reported in the DLC, but moving violations such as speeding or driving under the influence would be shared.

Under the DLC, any traffic violation committed in a member state will utilize the penalties of the driver’s home state. Florida is one of 45 states that participate in the DLC; only Georgia, Massachusetts, Michigan, Tennessee and Wisconsin are not part of the DLC. While these states do not report traffic violations to the DLC, drivers with licenses from these states can still be held responsible for violations that occur in other states.

The DLC is used to enforce regulations so that:

  • A driver only has one license and must surrender their old license when they apply for a new one;
  • A complete driving record be kept in the driver’s home state to determine their eligibility to drive through the National Driver Registry;
  • All moving traffic violations are reported to the driver’s home state;
  • The uniform treatment of all drivers by holding them to the standards they would have been in their state of residence; and
  • Only equivalent offenses are charged in the home state.
